The following highlights the activities relating to secure driver's licenses that have taken place:

September 29, 2004

H.R. 5178, introduced by U.S. Representative James P. Moran (D, VA), to direct the Secretary of Transportation to carry out a pilot program to improve the security of State driver's licenses and identification cards, and for other purposes.

September 24, 2004

HR 10, introduced by U.S. Representative Dennis J. Hastert, (R, IL), to provide for reform of the intelligence community, terrorism prevention and prosecution, border security, international cooperation and coordination, and for other purposes.

September 7, 2004

S. 2774, introduced by U.S. Senator John McCain (R, AZ), 9/11 Commission Report Implementation Act of 2004 - National Intelligence Authority Act of 2004 - Establishes as an independent executive entity the National Intelligence Authority (Authority), headed by a National Intelligence Director (Director), to, among other things: (1) unify and strengthen efforts of the intelligence community (IC); (2) operate the National Counterterrorism Center and national intelligence centers; and (3) establish clear responsibility and accountability for counterterrorism and other intelligence matters relating to U.S. national security. Requires the Director to: (1) serve as the head of the IC; (2) advise the President on intelligence related to national security; and (3) direct, manage, and oversee the execution of the National Intelligence Program (formerly the National Foreign Intelligence Program). HR 3461, introduced by U.S. Congressman Jeff Flake (R, AZ), bars Federal agencies from accepting for any identification-related purpose a state-issued driver's license, or other comparable identification document, unless the State has in effect a policy requiring presentation of acceptable forms of identification prior to issuance of the license or document, and the state requires the license or document, if issued to a nonimmigrant alien, to expire upon the expiration of the aliens authorized period of stay in the United States, and for other purposes.

October 2, 2003

Responsible and Secure ID Act, HR 3235, introduced by Representative Duncan Hunter (R, CA). This bill is designed to withhold highway funds from states that issue driver's licenses to illegal aliens.

September 9, 2003

State Accountability and Identity Fraud Elimination Act of 2004, HR 3523, introduced by Tom Tancredo (R, CO). This bill is designed to withhold funds from states issuing an identification card or driver's license to an alien not legally authorized to be in the United States.

March 27, 2003

"Secure Authentication Feature and Enhanced Identification Defense (SAFE ID) Act of 2003" introduced by U.S. Senator Joseph Biden, (D-DE). This bill is designed to prevent the creation of false, misleading or inaccurate government IDs by making it illegal to possess, traffic in, or use false or misleading authentication features for those IDs.

March 6, 2003

"Driver's License Integrity Act of 2003" introduced by U.S. Representative Eric Cantor (R-VA). Under this bill, a valid nonimmigrant visa is required for a nonimmigrant alien to obtain a driver's license or state identification card in the United States and a driver's license or state identification card issued in the United States to a nonimmigrant alien shall be valid only during the period of validity of the alien's nonimmigrant visa.

February 7, 2003

"The Visa and License Integrity Act" introduced by U.S. Representative Jeff Flake, (R-AZ).
