It is a privilege to testify before the Maryland Senate Judicial Proceedings Committee in support of Senate Bill No. 369, “the Lawful Presence Act of 2009,” and the issue of lawful presence and drivers’ licenses.
CSDL is a non-partisan 501(c) (3), crime prevention, educational, public charity based in Washington, D.C. Our funding comes from foundations and donors across the country.

My name is Andrew Meehan and I am the Coordinator of State Programs for the Coalition for a Secure Driver’s License (CSDL). It is a privilege to testify before the Maryland Senate Judicial Proceedings Committee in support of Senate Bill No. 369, “the Lawful Presence Act of 2009,” and the issue of lawful presence and drivers’ licenses.

CSDL is a non-partisan 501(c) (3), crime prevention, educational, public charity based in Washington, D.C. Our funding comes from foundations and donors across the country. CSDL prepares and distributes educational materials and research about the national security and public safety benefits of improving the security of driver’s license issuance.

CSDL’s mission is to compile educational materials and research about the public safety benefits of a secure driver license. CSDL supports comprehensive DMV procedures for authenticating identification in all states across the country.

Hello. My name is Neil Berro and I am the Spokesman for the Coalition for a Secure Driver’s License, also known as CSDL. We are a not for profit and non partisan organization with offices in New York City and in Washington, DC. Our central objective is to educate the public, as well as state and local government officials, about the importance of establishing and maintaining high security standards for drivers’ licenses and other identity documents.
 
This is our third opportunity to testify before the Intergovernmental Affairs Committee on this important subject.
